Becoming an Imperial Merchant

In the Empire of the heartlands The Emperor hath decreed that there are three types of merchants those who sell food, those who sell arms and armor and those who don't sell either,  And he hath decreed that these three shall follow different rules and regulations for the safety and well being of his people!  He also decreed that the merchant class is the backbone of any good Empire and his court will personally work with every merchant who does business in his land.
